To remove Sticky Keys from login screen press shift key 5 times and uncheck the option. Or else, from regedit under HKEY_USERS.DEFAULT\Control Panel\Accessibility\StickyKeys, you can edit the registry, and you should set Flags to 506. This allows failure prior to logging in.
